Commissioning Engineer (m/f/d)

NTT Global Data Centers (GDC) EMEA is seeking a Commissioning Engineer (m/f/d) to join its Central Engineering team. The Commissioning Lead Engineer reports into the Principal Commissioning on a day-by-day basis. This role is crucial to support consistent output of positive commissioning results to our global customers towards project handover and at the same time ensuring successful site operation.

 

The Commissioning Engineer will work and be part of the Central Engineering’s commissioning team and will provide regional updates on project quality, project planning and performance. They will review and approve the technical aspects of high-risk changes and also take part in managing incident reports as well as creating and reviewing RCA reports.

 

This Commissioning Engineer role concerns implementation of testing and commissioning across the EMEA projects portfolio, mainly focusing on new built data centres. The Commissioning Lead is responsible for leading and supporting day-to-day commissioning activities of the assigned parts of new data centre projects. This will be multiple projects running at the same time. Their role is the commissioning roll-out of the commissioning standards, performing script reviews including approvals, attending tests whilst adhering to the commissioning requirements in line with NTT GDC EMEA policies and procedures.

Working together with the Principal Commissioning and the Commissioning Team, the Commissioning Engineer will also write and update the NTT GDC EMEA commissioning standard periodically and when required – for instance when the new M&E standard design is introduced. This work also includes defining new policies and being a liaison for the NTT design and construction teams.
 

Your responsibilities
Commissioning project planning

  • Develop realistic commissioning plans, set goals, align plans with NTT GDC EMEA Tech-Ops and coordinate with other team members.
  • Review/challenge/understand project schedules.
  • Continuous strive for on-time completion of commissioning within budget.

Managing performance of Commissioning agents

  • Support the Principal Commissioning in interviewing and selecting various Commissioning agents.
  • Apply clear/consistent performance standards to handle performance problems decisively and objectively and communicate in a manner that is direct and honest but tactful and provide assistance to improve performance.
  • Maintain the quality of the commissioning content by liaising with the design and construction project managers on project related details and functional descriptions.

Witnessing of tests

  • If there is no Commissioning Engineer available, attend onsite or in-factory witness testing as well as prior room-ready and equipment readiness verifications, together with the Commissioning agents (if employed).

Commissioning process and deliverables for new build and existing infrastructure projects 

  • Explain the L5 commissioning process to the construction teams and initiate introductions or training where needed and share the commissioning lessons learned from previous projects.
  • In conjunction with the NTT GDC EMEA Tech-Ops team, regularly review and develop commissioning procedures. Participate in subcontractor plans for commissioning and qualification activities. Define deliverables, roles, and responsibilities for the commissioning and handover of the assets and facilities.
  • Help monitoring the contractor’s commissioning teams and Cx agent teams in fulfilment of their agreed roles and responsibilities. Monitor the performance of these teams, reporting any concerns to the Principal Commissioning and propose improvements where required.
  • Suggesting continuing improvements to the commissioning process and deliverables, working closely with the Principal Commissioning and the other Commissioning Leads as well as Commissioning Engineers:
    • Provide updates for new versions of the Commissioning standard.
    • Provide updates for the standard test scripts and aligning these to the NTT GDC EMEA standard mechanical and electrical topologies.
    • Continuing standardization of the commissioning methodologies and deliverables.
    • Further development of online commissioning tools and methodologies, like standardization of test scripts on online platforms.
    • Review input and feedback provided by our key customers and – if reasonable – incorporate this in the standard.
    • Update and elaborate the NTT EMEA Commissioning standard
  • Write and update the commissioning standard periodically and when required – for instance when the new M&E standard design is introduced. Define new policies and being a liaison for the NTT design and construction teams.

Commissioning execution

  • Lead and oversee the Commissioning agent teams and contractor teams, especially in case of difficulties on-site or when process mitigations are needed. Help the execution of required day-by-day activities.
  • Work alongside the Principal Commissioning during weekly commissioning update meetings with key customers, IRL reviews, update online documentation SharePoint platforms and GO / NO GO meetings, etc.
  • Provide input into the commissioning progress meetings, to communicate status of all projects to wider stakeholders, departments and groups.
  • Build and manage relationships with contractors, consultants and suppliers.
  • Manage multiple commissioning projects simultaneously as required and prioritise the demands of these projects.
  • Team up with local NTT GDC EMEA Operations team, to ensure a successful handover to them at project completion.

Customer liaison

  • Co-ordinate and liaise with potential and existing customers and help managing both their needs and expectations.
  • On request participate in handover/RFS site tours with key customers and explain status.
  • Manage any post commissioning defects through to resolution and report regularly on progress.

Lessons learned

  • For new projects, propose and implement lessons learned from previous projects.
  • Support contractors commissioning engineers managing tag counts and optimizing sequences of verification checks & tests.
  • Organize post-handover project lessons learnt meetings to understand what went well and any areas of improvement found and share the findings within NTT GDC EMEA team.
  • During testing, ensure health and safety is the top priority of all project members and adhere to the highest standards of health and safety behaviour, national and local legislation and industry best practice.
  • Provide input to change order requests where needed (these can be specific testing method statements).

Energy Efficiency

  • Keeps up to date with data centre developments in terms of new technology in close co-operation with our suppliers and maintenance providers.
  • Ensure that the operational equipment systems are efficiently optimised, especially on ‘low load’ to be able to reduce equipment alarms and find ideal equipment settings in order to avoid high PUE numbers.
  • Regularly share any information of this type with all regional and EMEA Tech-Ops teams and support these teams.


Your peofile

  • Master’s degree or bachelor’s degree in engineering, project management, construction management or similar. Ideally, experience in commissioning management support of technically complex projects is required.
  • Several years experience working in the construction industry, experience in Data Centre construction and operation is beneficial and considered a significant advantage though not essential. This will be a key consideration should multiple candidates be assessed for suitability.
  • Primary background in Project commissioning methodologies, processes and deliverables.
  • Self-motivated, goal oriented and an excellent team player.
  • Language skills: English (professional working level both written and verbal). Able to speak and write in foreign languages is a bonus – especially German language.
  • Customer focused. Outstanding relationship-builder and communicator, both internally and externally. A passion for listening.
  • Experience working in an EMEA multi-cultural environment. Ability to work in multinational, interdisciplinary and culturally diverse teams.
  • Working Knowledge of Plan Do Check Act (Deming cycle) is highly desirable.
  • A recognized European Health and Safety Qualification is highly desirable.
  • Able to analyze complex matters; the ability to break down problems into smaller components, understands underlying issues, can simplify and process complex issues, understands the difference between critical details and unimportant facts appropriate and escalate when required with strong input and guidance around options / recommendations.
  • Awareness of Root Cause Analysis (RCA) management frameworks is highly desirable.
  • A zero-downtime mentality.
  • Subject matter expert (SME) understanding of testing, commissioning, operational and maintenance governance principles is a bonus.
